They must have a helmet on, a good quality helmet on their practice rides. This should be non-negotiable for them, part of their riding gear, so to speak. 

While we do not have ‘drives’ like we have for mo’bike riders who have the helmet rule, cyclists themselves must know this is extremely important and invest in a top-quality helmet. The helmet must go along with a bicycle in good condition, neon vest or bands to ensure visibility if cycling when the sun is setting or it is not yet dawn and good shoes. Let us extend this warning to a number of people on small scooters and bikes, too, not just bicycles.
