Amit Kumar, 30, gulped down phenyl outside AIIMS, where Prime Minister Manmohan Singh is recuperating after a repeat bypass surgery, to attract the attention of the authorities towards his complaints.
"The police are running a parallel goonda raj," Kumar wrote on his left hand.
However, the police said as per initial investigations Kumar took the extreme step due to a family dispute.
Kumar was admitted to AIIMS, where he is recuperating.
The resident of Sultanpuri alleged that despite repeated complaints the police did not act against the "land grabbers" who are harassing him. He claimed that the police was hand in glove with them and implicated his brother in a false case.
Kumar said when the police did not take cognizance of his complaints he decided to end his life near AIIMS to reach out to the Prime Minister.
According to bystanders, it took about ten minutes for the police to react and take Kumar to the hospital.
"The Police Control Room (PCR) van took about ten minutes to arrive and take Kumar, who was frothing at the mouth, to AIIMS," said an onlooker.
Heavy security was deployed at the premier hospital due to the Prime Minister's presence there.
